A Dangerous Magic by Hounam, Donald

Frank is only fifteen but he's a first class sorcerer.  He usually works inside his room by himself.  When he hears the monks coming, he hides his work.  They tell him he has an assignment.  So much for what he was working on...

Carolrhoda Lab and Edelweiss gave me an opportunity to read this book for review (thank you).  It will be published September 1st.

It seems the bishop has lost his head.  Frank is to determine how and to find the head.  They find a head and he tells them that's not the bishop's.  People don't believe him.  He's determined to prove it and uses unconventional forms of magic to do so.

You have all sorts of unnatural creatures in this story.  Elementals, memory masters, cops with special talents and more.  Frank even conjures up a demon (which is forbidden).  With lots of action, plenty of things going wrong, and people messing with Frank over what he does, it's a busy story.  Especially when he thinks he's falling in love with the Bishop's niece but he can't find her to talk to her.  The cop on the case thinks she's falling for him.  Ah, what a sweet mess it makes.  But Frank does find the killer.  And he's the most surprised by the discovery...
